We are delighted to host this event as part of London Climate Action Week, which seeks to bring together world-leading experts and policy makers to drive local, national, and international climate action.
This year has been significant in many ways. After three relatively dry years, winter 2019/20 saw major storms cause widespread flooding across the UK. Between November 2019 and February 2020, thousands of homes were flooded in South Wales, Northern and Central England and the Scottish Borders. These storms were a timely reminder of the challenges that flooding creates and the growing threat of flooding due to climate change. To reduce damage and interruption, there is an imperative for individuals and businesses to improve their flood resilience before the storm clouds gather, not after.
To face the dual challenge of flooding and climate change, developing a mitigation and recovery plan that creates economic, sustainable and resilient foundations for the future has never been more important. Flood resilience must combine resistance — measures that hold back water — with recoverability — measures that facilitate a speedy recovery. As the urgency and complexity of the climate challenge intensifies, proactive engagement across a diverse range of building stakeholders relevant to an asset will become crucial for both identifying climate risks and for enhancing resilience against them.

Andy Bord, CEO, Flood Re
Andy is Flood Re’s Chief Executive Officer. Flood Re was set up to help people living in areas at risk of flooding to access affordable flood insurance. Andy moved into the insurance industry in 2008, joining BGL Group where he managed the own-brand portfolio of personal lines insurance products and then undertook a number of due diligence assignments for HIG Capital, one of which led to him being appointed as interim CEO of Freedom Finance. He then moved to Staysure as Deputy CEO before joining Capita as CEO of the insurance services business. In January 2017, Andy joined Flood Re as Interim CEO before being appointed to the role permanently in April 2017.
Julie Foley, Director of Flood Risk Strategy (FCRM) & National Adaptation, Environment Agency
Julie leads the development of the Environment Agency’s Flood and Coastal Erosion Risk Management Strategy working with government, risk management authorities and other partners. This includes ensuring FCRM is planning and adapting to climate change and enabling climate resilient places and ensuring the risks from flooding and coastal erosion are well understood to enable others to make the right investments and decisions. Key work includes Natural Flood Management and Julie is the director lead for the Thames Estuary flood risk plan.
Hugh Ellis, Policy Director, Town and Country Planning Association (TCPA)
Hugh’s responsibilities as TCPA Policy Director include leading on policy development, briefings and engagement with central government and politicians. Hugh was closely involved in the passage of the 2004 and 2008 Planning Acts, including providing evidence to public bill committees and working closely with parliamentarians on both Commons and Lords committee stages of subsequent planning legislation. Hugh sits on the UK Government Department for Communities and Local Government (DCLG) Planning Sounding Board.
The webinar is targeted at a deliberately broad audience and we hope that colleagues with an interest in policy, (re)insurance, climate, flooding, planning and building will feel welcome and able to join the webinar.
